Construction near Siegen Ln Entrance

Dear Oak Hills Residents,

I'm sure most of you have noticed the ongoing dirt work at N. Oak Hills and Siegen lane. I was made aware of the activity and background on the plans for this lot. Unfortunately it is not good news for our neighborhood and hopefully we can prevent construction from continuing. I'll share a message from a resident in our neighborhood who did some investigating:

I am writing to you today with regard to some recent activity that has taken place at the address - 14821 N Oak Hills Parkway. I have attached a chronological timeline for your review below, but will briefly summarize it as follows:


There are two residential lots (part of the 8th filing of Oak Hills S/D) that sit at the corner of North Oak Hills Parkway and Siegen Lane. These lots are and have always been zoned A-1 (single family residential). Former owner Carol Galloway purchased these lots approximately 15 years ago, in 2009. Within two years of her purchase, she had listed it for sale.


On several occasions, Ms. Galloway and/or prospective purchasers, attempted to have this property rezoned from its A-1 classification to one that allows for commercial development. The neighborhood strongly objected to these attempts, and the property was ultimately not rezoned. The property remains zoned A-1 today.


Last month, Ms. Galloway finally sold the property (Oct 3, 2025) to a Metairie-based company,(Fidelis Siegen LLC, hereafter Fidelis) a subsidiary of a larger holding company that owns and operates a number of small "boutique" assisted living facilities throughout the state. They are known for their affordable (lower cost) model, and also have several in the greater Baton Rouge area.


In early November, 2025 without even applying for or obtaining necessary permits, Fidelis began work on an assisted living facility on this property. The lots were staked and covered with substantial fill dirt, gravel dumped, and the site prepared for this commercial facility. No notice was given to the City of St. George by Fidelis, nor were residents of the Oak Hills neighborhood notified about Fidelis' plans. In addition to the complete lack of legal notice required for such an endeavor, Fidelis had begun to undertake a commercial project on clearly zoned residential lots, a fact that Fidelis must have clearly been aware of- given the history of the property.


Additionally, even after a "stop work" notice was posted on the property on November 14, 2025 by the City of St. George, Fidelis continued to do work on the property by dumping gravel onto the lot on November 17, 2025. This conduct was observed by a St. George inspector. This isn't the first time that a Fidelis-related company has been accused of ignoring applicable permitting and zoning rules in an attempt to move a project forward, and municipalities like our City need to put a stop to this behavior in general.


There is going to be opposition to this project going forward by both the neighborhood and other members of the St. George community who live nearby.
We are hopeful that we can count on your support for our opposition. I am cc'ing a number of other neighborhood members on this email as well as the immediate neighbor who stands to be the most impacted resident by this proposed development.Thanks for your time and anticipated assistance. --

Summary:

08/19/2025 - Fidelis Siegen Lane House LLC forms (changed to Fidelis Siegen Lane LLC). Attorney is Blair Bright out of Metairie. They are part of Fidelis Holding LLC, R&R Holding LLC (Jon and Judy Roberts) and own a number of assisted living facilities throughout the state.

10/03/2025 - Carol Galloway to Fidelis sale. Owner Carol Galloway sells to Fidelis. Recorded sale is for $350,000 but realtor states that sale was for $1,035,000. There is obviously a contingency that additional monies will be paid when/if zoning/ permits allow for building of facility.

11/03/2025 - Several hundred yards 20+ truckloads of fill dirt are dumped on site. Land is graded and staked over the next week.

11/13/2025 - Complaint is filed with City of St George (J. Johnson)

11/14/2025 - Jacolbi Johnson (CSG Investigator) posts STOP WORK ORDER on site

11/17/2025- Dump trucks pour gravel onto lot to allow access for heavy equipment and cement trucks in clear violation of Stop Work Order.

11/18/2025 – Several large work trucks (including a water truck used for watering down recently graded dirt fill) were observed at the location, but left the area after a brief wait.

I wanted to make sure you, as a resident of Greater Oak Hills, are aware of what is happening in our neighborhood. If you see work being performed in this lot during the STOP WORK period, please report it to our local councilman, Steve Monachello (225-312-8910).


The Greater Oak Hills Civic Association can only bring awareness to this issue as it is up to the residents to challenge the zoning and construction on this property. We will keep you informed of any upcoming meetings with the local authorities on the path forward with this property.
